I found a solution I think - select the bugged character, then if you quick save during the combat (f5) and then load that save it should load back in with the battle hub there. You have to drag a move everything in the order you want. However, you can go the the Interface tab in the settings and select what gets or don't get added to the hotbar.

The top right corner of the hotbar has a padlcok icon. When it's locked your abilities are locked to the hotbar and can't be moved and when it's unlocked it can be customized.
