Yes, i lose 15% weapon damage overall, but when the bonus armor kicks in, thats scales from 3 pieces of blue, not just 1 or two, so basically i have more bonus armor to use intimidate. Memento benefits from hybrid build. Especially if you have 2~3 blue or yellow core instead of full red. Personally, I'd go for a 3 red 2 blue build with technician. That way you still have a decent damage output and survivability and 2 skill tiers with the backpack. Memento is very good.

I started playing last summer and have gotten both the Memento backpack and NinjaBike Messenger backpack so they are definitively in the loot pool. I suspect each of them only drops with specific criteria, but what that is I am not sure. I mostly do strongholds in hard/challenging.
