The obvious choice sounds like divine spark, but great people go fast on deity, and the river goddess is a really strong pantheon when you spawn around many rivers. I literally just finished an Eleanor game where I chose River Goddess. It worked really well, especially combined with the Hanging Gardens.Voidsingers+Reliquaries+St. Basil's & Mont St. Michel+ Cristo Redentor+World Congress Heritage Organizations(Relics). I got CR within 10 turns of the Heritage Organizations WC vote (was only dominant over two civs at that point), and only needed to get two rock bands after that to win within another 10 or so turns.

So: Any adjacent bonus + work ethic to start farming wonders and buy great people, push your religion as hard as you can, and target the oracle first thing. Second: go tall, not broad. Broad will come to you naturally as you start flipping cities. Third: be aware of losing diplomacy points due to assimilating capitals. Plop Gandhi, both Eleanor's, Ethiopia, Khmer, Poland, and Kongo with Voidsingers. I can see a case for Arabia here. Place all remaining civs with Owls. Owls still dominates the shit out of every other Society and is more flexible than any of them. And lastly, if you're going for a Domination victory with literally any civ, pick Sanguine Pact1-France. Who doesn't like French culutre. The most consistently strong civ for achieving a culture victory is by far France, since the tourism they receive from wonders is doubled.
