One shader is in fact multiple shaders together in one package. The shader for the weapon and for the armor for example is different (and probably ships/sparrows). It's the same shader in game, but it applies a different shader file in the code depending on if it's armor or weapon. An ornament should change how an Exotic looks. How the Ornament changes the weapon can differ. Ager's Scepter's Ornament changes a fair amount about the exotic.
