OPC. You want to really carefully check the wiring around each safety switch looking for somewhere the insulation has worn through. The last and most expensive step is to replace the OPC. As a test remove the #7 key stop solenoid relay and see if the fuse blowing stops. The engine wont start but it is one more thing to rule out.
