The chart in my 7000 planter book says 7" is the spacing for 30,200 in 30" rows. 30,200 x 30 / 28 = 32,357. I also have some 48 cell plates for my Kinze meters that you are supposed to use for seeds larger than 2200 seeds per LB. Don't know that Ive ever had any soybeans that large. The 60 cell soybean meters are for 2200 to 4000 seeds/lb.

If there ever was a ground driven 7000, there should be similar tables out there. If not, I fear it might be a crap shoot. The max corn population with the fingers is listed as 56,100. I f I were to plant the beans at 56,100 and then plant a second time splitting the rows would give 112,200 population on 15 inch rows. I know the population would be lower than recommended.
