Don't use a housecarl as a steward. All Stewards can be Followers. Choose Stewards based on who you want to live with and why. For me, I chose Illia from Darklight Tower. She is a very strong Ice Mage but her questline leaves her very sad and choosing her as a Steward seems to be the best way to cheer her up.

There is a bug with re hiring her as a follower but i had her as a steward and was able to re recruit her as a follower. Shame you can't marry her as she is really nice, but she really does need to see some sun. Dialogue is pretty much the same with added steward talk. How did you get her as a Steward? I'm not too familiar with the process.

Disabling Dragonborn temporarily, hiring a steward, then enabling it may fix the problem. (I think it was intended as a PC solution.) But in your case, you can delete your dlc's, try to hire a steward and install them again afterwards. Or after deleting them, install only Dawnguard and Hearthfire, try to hire a steward and then install Dragonborn.

Make sure you have Hearthfire installed and have a homestead built to at least a common house. Recruit and bring a follower to one of your homesteads and ask them to be your steward. Not everyone can, however. Go to the elder scrolls wiki to see who can become a steward. Housecarls can, but I don't recommend it. Talk to a housecarl.
