It's because the higher level drops also have the largest loot table. So the odds of finding a high roll on a high BP is fairly slim by the nature of the mechanic. Higher level drops (purple, yellow, red) drop higher tier gear, and higher quality gear. Best stuff comes from cave chests though.

I'll probably make an exception for white though since it's so low level and just a bow. Honestly I find the loot quality of the supply crates disappointing. It's better to farm cave crates, deep sea crates and the outworld bosses. The boosted supply drops have the yellow glowing runes.
