Ive owned 2 groms and the best you can hope for from a totally stock grom is 55-60 mph I would say and thats being generous, assuming a lightweight rider, with some wind at his back going down a hill or something lol

On a little air cooled bike like this I would change the oil at 300 miles and at 600 miles. After that it's WOT all day every day. The ridiculous break in procedures are purely to insure that you get out of warranty period without killing the bike.
