Bob. Howdy Bob, welcome to the tractor forum. Your Ford 1320 probably has a PTO safety switch that is activated because the PTO is engaged, this is why the tractor won't start. Jumper the PTO safety switch wires and it should start. Push the clutch all the way down to release any forces remaining on the PTO engagement sleeve.It can be set to .060 on each bolt by using 2 1/2" wrench's, loosen lock nut then set clerance, hold bolt and tighten lock nut, this will release the p.t.o clutch sooner when pushing pedal down. If your distance is at .060 when you check it then you will have to split tractor and repair clutch.

If its NOT turning the belted shaft, you may need a new pto clutch pack because the material is worn away.
