It's just random chance and you're having a run of bad luck. You will find basic tools eventually. Maybe you are just unlucky, I have like 3 Basic And 3 expert. But only one (one use) advanced. Took me an age to find one too. I had two advanced, one expert, one drug kit, and several armour kits before I found my first basic. This is a common problem for me in Anomaly warfare.
